When using navigating the CDS Declaration Completion Instructions to make a declaration or Customs Clearance Request (CCR) to CDS, the user needs to follow the steps below:

  • Ensure they are in the correct set of Completion Instructions (i.e., CDS standard guidance pages for imports and exports or Simplified Process for Internal Market Movements guidance)

  • Ensure they select the correct guidance for the type of journey being made (movements into or out of GB, movements into or out of NI)

  • Select the correct guidance for the type of movement being made (import, export, inventory imports and inventory exports)

  • Select the appropriate Navigation Guide for the Movement Type, this will walk users through the process to follow when making a declaration or CCR to CDS

  • Use the Guidance sections for the Movement Type to find detailed instructions on how to declare the goods

  • Use the Combined Appendices sections for the CDS Code Lists to be used for certain data elements
