From HM Revenue & Customs · Compliance Handbook

At the start of your planning, you need to consider how you will measure the impact.

CCG Measures Team provide yield-scoring measurement advice and are responsible for the governance of all OTM scoring decisions in order to assure, validate and effectively evidence the impact of compliance activity. They must be consulted on the scoring methodology for all OTM initiatives, regardless of whether they are upstream or downstream.

In the first instance you should consult with your directorate Measures SPoC to help you decide on the scoring potential for any OTM initiative. They will liaise with CCG Measures Team to confirm the appropriate governance level that will agree scoring authorisation. If this process is not followed you will not be able to score yield against your activity.

For upstream OTM activities there are additional governance requirements and more information including Key Contacts can be found on the Upstream Compliance intranet pages.

Knowledge, Analysis and Intelligence (KAI) may be able to support you in analysing the effectiveness of your OTM approach. You will need to liaise with KAI early in developing your approach to enable them to build this into their wider workplan.
