FCIM203060 | Where CDF offer is made 30 June 2014 onwards: opening the investigation: unrepresented customers

From HM Revenue & Customs · Fraud Civil Investigation Manual

It will be relatively unusual for a customer to remain unrepresented after receiving the opening letter and Code of Practice 9. In most cases customers choose to appoint specialist advisers.

For those who choose to remain unrepresented, it is most important that you make sure the customer is aware of their rights and the seriousness of the situation.
