From HM Revenue & Customs · Help to Save Technical Manual

In order to be eligible for the Help-to-Save scheme an individual must meet a benefit entitlement condition, the United Kingdom connection condition and have not previously successfully applied for a Help-to-Save account.

Applicants can register for an account through the GOV.uk portal at .

Eligibility checks will be conducted by HMRC and applicants will be advised of a successful application by a confirmation screen online or a telephone message for people who are digitally excluded. The details are passed to the authorised account provider, National Savings and Investments (NS&I), who will set-up accounts for eligible applicants, maintain the accounts and handle the bonus calculation and payment.

Queries from applicants who have failed the online eligibility checker will be handled by HMRC.
