IDG51400 | Information disclosure Gateways with other government departments: Financial Review Reporting Panel (FRRP)

From HM Revenue & Customs · Information Disclosure Guide

The Financial Reporting Review Panel (FRRP) is part of the Financial Reporting Council whose aim it is to promote confidence in corporate reporting and governance. FRRP’s role is to examine the accounts of large public and private companies and so ensure compliance with the Companies Act 1985.

Which part of HMRC can disclose this information?

HMRC officers are permitted to disclose information under this gateway. However, the Commissioners’ Advisory Accountant has ultimate responsibility for HMRC’s disclosures to the FRRP

The purpose for which information may be disclosed

HMRC are permitted to provide tax information gained though tax enquiry work. Information is provided to assist the Panel to determine whether financial statements comply with the accounting requirements of the Companies Act of 1985 and 2006 (or in Northern Ireland, Companies (Northern Ireland) Order 1986)

Information which can be disclosed

HMRC may only disclose information to facilitate FRRP official functions where irregularities have been uncovered during tax compliance work: FRRP cannot seek information from HMRC. Any information that is provided must not be used for any secondary purpose nor can it be further disclosed by FRRP without HMRC prior approval.

Procedure to follow

If you wish to disclose any information to the FRRP, you should agree any disclosures with the Commissioners’ Advisory Accountants office (see IDG80100 for contact details).

Legislation which allows disclosure

  • Section 11 Companies (Audit Investigations and Community Enterprise) Act 2004

Devolved assemblies

This guidance applies throughout the United Kingdom and Northern Ireland.
